Audit Query: Reps Summon VCs Over Illegal Budgets Approval, Extra-Constitutional Expenditures

The Public Accounts Committee (PAC), of the House of Representatives has directed the Executive Secretary of the National Universities Commission (NUC), Professor Abubakar Rasheed Adamu to submit all the Vice Chancellors whose Universities were indicted by the Office of the Auditor General of the Federation over illegal approval of budgets and extra-Constitutional expenditures over the years.

The Chairman of the Committee, Hon. Busayo Oluwole Oke, gave the directive at the resumed hearing of the ongoing investigations of over 100 Ministries, Departments and Agencies (MDAs) alleged by the Auditor General of the Federation to be operating illegal budgets and extra- Constitutional expenditures.

Hon. Oke speaking shortly after the Vice Chancellor of the Adama Modibbo, Federal University of Technology, Yola, Adamawa State, Prof Abdullahi Leman Tukur made his presentation before the Committee, said that the action became necessary as the affected Vice Chancellors had refused to honour all the invitations extended to them without any justification.

He directed the Clerk of the committee to notify the Minister of Education about the development Immediately.

According to him, “the Executive Secretary of the National Universities Commission, NUC is hereby directed to bring the affected Vice Chancellors before this honourable Committee to speak to the Audit queries raised against their Universities, enough of this ignoble act, why are they avoiding the Parliament, it means they have something to hide.

“The Committee is trying to give the affected Vice Chancellors an opportunity of fair hearing, we are going to name them and shame them in the National Dailies, we have the power to issue warrant of arrest against then, they must account for public funds they collected”.

Hon. Oke urged Prof. Tukur to assist the Committee to educate his Colleagues appearing before the Committee based on his experience during his own appearance. He said that the committee was not out to harass them.

The Vice Chancellors are being expected to appear before the Committee with the followings:
* Copies of the budgetary estimates the Commission presented to the Mr President through the Budget Office of the Federation with respect to the 2015 to 2022 fiscal year
*Copies of the budget estimates that was presented to the Mr President shich in turn presented to the National Assembly
* And Confirmation on whether the Constitutionally laid down process was complied with prior to expenditures from the Internally Generated Revenue by the Commission with documentary evidence
* Approved Budget (both Appropriation and IGR 2021 and 2022) amongst others.

Prof Tukur who commended the Committee for its good work promised to talk to his Colleagues on the need for them to do the needful.

Finally, after terrorists attack, NRC to resume Abuja-Kaduna rail operations on Monday

Finally, the Nigeria Railway Corporation (NRC) will resume the Abuja-Kaduna passenger train service on Monday, with only two return services after the terrorists attack.

Naijablitznews.com reports this was contained in a statement issued and signed by the Managing Director of the NRC, Fidet Okhiria.

The statement shows the first train will depart Rigasa train station in Kaduna state to Abuja by 8:00 in the morning while from Abuja, the first train will depart Idu train station to Kaduna state by 9:45 in the morning.

The NRC management also revealed that as part of the new security measures, it is now mandatory for passengers to present their National Identity Number and valid Boarding Ticket before they will be allowed to board.

It also says the purchase of tickets by proxy is only limited to minors and a specified number of adult passengers.

Online and mobile app ticketing will be available from 8:00 in the morning on Sunday, December the 4th, 2022 while the ticket offices at the train stations will open from 6:30 in the morning on Monday, December the 5th.

Recall that the NRC suspended train service along the route after Boko Haram terrorists attacked a moving passenger train in Kaduna on March 28, 2022.

The insurgents had blown up the rail track and bombed the moving train, killing some and abducting more than 60 passengers. The unprecedented attack attracted international and national outrage.

The terrorists, who attacked the Kaduna-bound train released hostages in tranches with the last release coming on October 5, 2022.

Before the hostages were completely released, distraught family members had protested several times to demand the release of their loved ones.
