The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has submitted an interim report to President Bola Tinubu on its findings into the alleged fictitious Presidential Foreign Investment Promotion Council (PFIPC), recommending the prosecution of its alleged Director-General, Adeniyi Adeyemi.
ICPC’s Chairman, Musa Aliyu, disclosed this on Thursday after meeting President Tinubu at the Presidential Villa, Abuja, exactly 30 days after Tinubu directed the anti-corruption agency to conduct a thorough investigation into the PFIPC.
According to Aliyu, preliminary findings revealed that Adeyemi was never appointed by the Federal Government and that the purported appointment letter, gazette and other documents used to establish the agency were forged.
The case centres on an alleged corruption and forgery scandal involving the disputed government entity, PFIPC.
Speaking at the State House, Aliyu said the commission’s investigation established that Adeyemi was never appointed by the Federal Government and that the documents used to legitimise the agency were forged.
The ICPC boss said the investigation also revealed significant weaknesses in government verification and oversight processes, which were exploited to create the impression that the PFIPC was a legitimate government agency.
“Our interim report found that there are weaknesses in verification, inter-agency oversight and government processes. We discovered that those weaknesses were exploited by Adeniyi, with some level of negligence.
“Our investigation found that no Federal Government funds were approved or disbursed to the fake PFIPC/PEAC,” the ICPC chairman stated.
According to him, investigators also uncovered two additional agencies allegedly created by Adeyemi, the FCT Investment Promotion Agency (FIFA) and the Foreign Investment Promotion Agency and Public Private Partnership (PIPA-PPP).
Aliyu said the disputed DG “used forged legislative instruments styled as enabling acts, and used them to support opening of bank accounts.”
Recommendations
The ICPC chairman said the commission recommended Adeyemi’s prosecution, administrative sanctions against public officers whose negligence enabled the operation of the fake agency, and institutional reforms to strengthen internal controls across Ministries, Departments and Agencies (MDAs).
“Our recommendation is that Mr Adeniyi Adeyemi should be prosecuted. Administrative sanctions should also be imposed on public officers whose acts of omission and negligence facilitated the illegal operation of PFIPC/PEAC.
“There is also a need for institutional reforms so that the internal controls of MDAs can be strengthened to prevent this kind of illegal activity,” he stated.
Aliyu noted that the report submitted to the President is only an interim one, adding that investigations are continuing to identify other collaborators and build a stronger criminal case.
“We have continued with the investigation of the activities of Mr Adeniyi Adeyemi and his collaborators so that we can unravel more facts and file criminal charges that can stand the test of time before a court of competent jurisdiction,” he said.
The PFIPC scandal came to the fore after the Presidency disowned the council, describing it as a non-existent government agency despite its appearance in the 2026 Appropriation Act with a ₦1.3 billion budget allocation.
The Federal Government has since filed criminal charges against Adeyemi over allegations including forgery, impersonation and fraudulent misrepresentation, while separate investigations by the House of Representatives and the ICPC continue into how the fake agency operated within government institutions.
Popular Nigerian actress Atinuke Remilekun Kareem, popularly known as Atinuke Kareem, has died following a prolonged battle with breast cancer.
The actress’ death was announced on Tuesday afternoon by Owolabi Ajasa, the Ogun State chapter governor of the Theatre Arts and Motion Pictures Practitioners Association of Nigeria (TAMPAN).
Atinuke’s death comes after colleagues, friends, fans and members of the public had reportedly rallied financial and emotional support towards her treatment as she battled the disease.
In a statement shared on his Instagram page, Ajasa expressed appreciation to everyone who contributed towards the actress’ medical treatment and offered prayers and encouragement during her illness.
He said that despite the collective efforts and prayers made for her recovery, Atinuke eventually passed away.
“We sincerely appreciate everyone who contributed financially, offered prayers, encouragement, and support towards the treatment of our dear colleague, ATINUKE REMILEKUN KAREEM,” Ajasa wrote.
“Sadly, despite all our efforts and prayers, Atinuke has passed on and answered the final call.”
TAMPAN Mourns Actress
The association expressed sadness over the loss, acknowledging the efforts made by individuals within and outside the entertainment industry to support the actress during her health battle.
Ajasa called on colleagues and loved ones to accept the development while praying for strength for those she left behind.
“We cannot question the Almighty God. We can only submit to His will and pray that He grants her eternal rest and gives her family, colleagues, and loved ones the strength to bear this painful loss,” he added.
Atinuke’s death is expected to be mourned across the Yoruba movie industry, where she had built a career as an actress.
Her passing also highlights the challenges faced by individuals battling cancer and the financial burden that prolonged medical treatment can place on patients and their families.
The news has already triggered an outpouring of grief among those who knew the actress and followed her career.
As tributes continue to emerge, colleagues and fans are expected to remember Atinuke Kareem for her contributions to the Nigerian entertainment industry.
Details concerning her burial arrangements and funeral rites had not been made public at the time of filing this report.

Minister of the Federal Capital Territory (FCT), Barr. Nyesom Wike, has assured that all capital projects initiated under President Bola Tinubu’s administration in the nation’s capital will be completed before the end of the administration’s tenure.
Wike gave the assurance during a media chat in Port Harcourt, Rivers State, where he said the administration had recorded unprecedented progress in infrastructure development across the FCT.
The minister said the Tinubu administration had commissioned 107 capital projects in the territory, adding that 76 of the projects had already been completed.
According to him, 10 additional projects are expected to be commissioned before the January elections, while the remaining projects would be completed before the expiration of the current administration.
“The President’s administration under Bola Tinubu commissioned 107 capital projects. We have completed 76. Before the January election, we will commission 10, and before the end of his tenure, we would have commissioned all the projects,” Wike said.
He said the FCT Administration had also made significant progress in completing projects inherited from previous administrations.
According to Wike, of the 25 projects inherited from the administration of former President Muhammadu Buhari, 23 had been completed, while two were ongoing.
He added that six out of eight projects inherited from the administrations of former Presidents Goodluck Jonathan and Umaru Musa Yar’Adua had also been completed, with work continuing on the remaining two.
“We inherited 25 projects from President Buhari and completed 23, while two are currently ongoing.
“We inherited eight projects from the administrations of President Jonathan and President Yar’Adua. We have completed six, while two are ongoing,” he said.
Wike said the Tinubu administration remained committed to ensuring that projects initiated under the Renewed Hope Agenda in the FCT were completed within the President’s tenure.
“Before this tenure expires, every project started under Bola Tinubu would have been completed,” he said.
The minister challenged critics to compare the performance of the current administration in the FCT with that of previous administrations, insisting that the territory had witnessed unprecedented development under Tinubu.
“In the history of the FCT, no government has done what we have done in Abuja. I challenge anyone to come out,” Wike stated.
