The Chairman of the Independent National Electoral Commission, Prof. Mahmood Yakubu, has raised concerns about the conduct of local government elections in the country.
Yakubu described the elections as mere coronations of ruling party candidates, calling for significant reforms to ensure fair and credible elections.
The INEC chairman said this on Wednesday during a courtesy call by the executive members of the Forum of State Independent Electoral Commissions.
He further criticised state governors for not allowing SIECs to operate independently.
He noted that many SIECs lack functional offices, permanent staff, and the security of tenure necessary to conduct free and fair elections.
“Realising our shared responsibility for the conduct of democratic elections in Nigeria and the challenges faced by SIECs in carrying out their mandates, INEC encouraged the establishment of FOSIECOM in a genuine effort to foster partnership for credible elections in Nigeria.
“Unfortunately, the conduct of local government elections in virtually all the states of the federation has become mere coronation of candidates of the ruling parties. It is time to stop the coronation and conduct proper elections.
“State governors should allow the SIECs to have greater capacity for independent action. Many of the SIECs have no functional offices in the Local Government Areas in their States and cannot recruit their permanent staff,” he said.
Mahmood lamented that in some states, these commissions were only constituted shortly before elections and dissolved immediately afterwards, with critical functions often taken over by government officials.
The chairman highlighted the severe underfunding of SIECs, which forces them to rely on INEC for basic election materials like ballot boxes and voting cubicles.
This dependency has led to confusion among the public, with many mistaking SIECs for INEC, he noted.
“In some states, the SIECs are either not properly constituted, have no security of tenure or their critical functions have been taken over by government officials. Some SIECs are only constituted on the eve of elections and dissolved thereafter.
“They are also severely under-resourced to the extent that some of them rely on INEC even for basic facilities such as ballot boxes and voting cubicles,” the chairman said.
Given INEC’s extensive responsibilities and limited federal budget, the chairman emphasised that INEC’s support to SIECs would be largely restricted to providing the voters’ register, as mandated by the Constitution.
He underscored that INEC cannot extend limitless support to other commissions for elections outside its mandate.
Yakubu noted, “Consequently, many Nigerians mistake the SIECs for INEC. Indeed, even some of the stakeholders, including candidates for Local Government elections, call them State INEC.
“This situation has forced us to reconsider some aspects of our relationship with the SIECs. Our support is now largely restricted to the voters’ register as provided by the Constitution.
“INEC cannot shoulder its extensive responsibilities and at the same time extend almost limitless support to other independent electoral commissions for elections outside our mandate across the country from our lean Federal budget.”
The chairman clarified the jurisdictional boundaries between INEC and SIECs, stating that while INEC was responsible for elections in the Federal Capital Territory, SIECs manage elections for 768 Local Government Chairmen and 8,747 Councillors across the country.
He pointed to the FCT elections conducted by INEC as a model for local covernment elections nationwide, noting improvements such as secure tenures for elected officials, regular elections, and diverse electoral outcomes.
No single party has ever dominated all constituencies in the Area Councils, he stated.
“INEC is not unaware of the ongoing discussions about the future of elections for the 774 Local Government Chairmen as well as Councillors representing the 8,809 electoral wards in Nigeria.
“However, under the extant law, the 36 SIECs are responsible for the election of 768 Local Government Chairmen and 8,747 Councillors, making a total of 9,515 constituencies. INEC conducts elections for the 68 constituencies in the FCT made up of six Area Council Chairmen and 62 Councillors, including bye-elections as they arise.
“It has been our earnest hope that the elections conducted by INEC in the FCT will provide a model for Local Government elections across the country. Despite the challenges encountered, there has been a progressive improvement in the conduct of the Area Council Elections in the FCT.
“There is security of tenure for Chairmen and Councillors which is now four years. There are no caretaker committees as elections are held regularly. There is plurality in electoral outcomes as no single party has ever won elections in all the constituencies in the Area Councils.
“Happily, the Electoral Act 2022 that now governs the conduct of national and Area Council elections also applies to Local Government elections nationwide. This has been made possible by the efforts of INEC arising from earlier discussions with FOSIECOM on the imperative of a model law to govern the conduct of Local Government elections across the country,” he added.
The INEC Chairman called on FOSIECOM to address the legal and financial challenges hindering their operations and to courageously protect the integrity and credibility of elections.
He stressed that true independence stems not only from statutory or financial provisions but also from the commitment to uphold democratic principles.
“I therefore appeal to FOSIECOM to take the bull by the horns. While there are legal and financial constraints to your operations, your independence does not necessarily draw from statutory or financial provisions alone.
“The courage with which you discharge your obligation to protect the integrity and credibility of elections is the most important determinant of success. There are no shortcuts to the discharge of this enormous responsibility.
“I want to reassure you that INEC will continue to work with you to push the boundaries of electoral reform. Working together, we should continue to explore all avenues under the law to improve the conduct of Local Government Elections in Nigeria.
“However, you should always bear in mind that INEC and other stakeholders can only help you, but there must be a determination on your part to do the needful,” he noted.
It was reported on May 13, 2024, a former member of the House of Representatives, called for the transfer of conduct of local government elections from State Electoral Commissions to INEC.
Onuigbo said if INEC conducts local government elections, it would minimise the manipulation of the process by governors.

Makinde Is Clueless, An Embarrassment To Oyo State – All Campaign Organisation
The Senator Sharafadeen Alli Campaign Organisation has described the Oyo State Governor and Allied Peoples Movement (APM) Presidential Candidate, Seyi Makinde, as clueless and a total embarrassment to the people of the State, saying “for failing to address hunger in Oyo State despite increased funds from the federation account, Makinde has shown that he is more than clueless.”
The Campaign Organisation, in a statement by Bisi Oladele, Director of Media and Publicity, said Governor Makinde’s admittance of more money from the federation account to Oyo State was a confirmation of the success of the economic reform policies of the All Progressives Congress (APC) government of President Bola Ahmed Tinubu.
Makinde had admitted in Lafia, Nasarawa State on Monday, that Oyo State received more money from the federation account, but added that he has not been able to reduce hunger in the State.
The Senator Sharafadeen Alli Campaign Organisation, in a statement on Tuesday, said Makinde’s statement, though a function of his level of intellectual capacity, is a sad and clear reality of what Oyo State has been going through in terms of purposeful governance in the last seven years.
If through the ingenuity and purposeful leadership of President Tinubu, Oyo State allocation from the federation account has increased tremendously, should it also be the duty of the President to ensure judicious use of the money?
If you have acknowledged that monthly, you have been getting more money from the federation account, who are you expecting to come and help you to fight hunger in your State? Is it President Tinubu?
Most importantly, this same Governor Makinde has deliberately refused to allow local governments in Oyo State to function. He has criminally been everywhere, opposing local government autonomy so as to continue to spend both the State and local council funds.
Therefore, for the people of Oyo State, waiting a day longer to stop the extension of Makinde’s cluelessness beyond 2027 is what must not be allowed to happen and on February 6, 2027, the governor and the man through whom he desires to extend his clueless government will be rejected by the people.

Tinubu’s 2027 Re-election Vital to Northern Progress, Says APC Chairman
The National Chairman of the All Progressives Congress (APC), Prof. Nentawe Yilwatda, has said the re-election of President Bola Ahmed Tinubu in 2027 is critical to sustaining development and reducing poverty in Northern Nigeria.
Yilwatda made the assertion on Monday in Abuja while receiving a group of members of the African Democratic Congress (ADC) who defected to the ruling APC ahead of the 2027 general elections.
The delegation was led by Princess Aslam Aliyu, while an ADC candidate from Zamfara State, Hon. Mohammed Hassan, spoke on behalf of the defectors.
Yilwatda warned that reversing some of the Federal Government’s current economic policies could worsen poverty in the North, particularly if funding for infrastructure and social programmes is affected.
Defending the Tinubu administration’s record, the APC chairman cited ongoing and completed road projects across the region, as well as government initiatives in gas development, fertiliser production, Compressed Natural Gas (CNG) and student loans.
He particularly highlighted the Nigerian Education Loan Fund (NELFUND), claiming that a significant number of its beneficiaries are from Northern Nigeria.
Yilwatda also defended the administration’s decision to remove the petrol subsidy, questioning how a return to the subsidy regime would be financed without affecting ongoing development projects.
“The Hausa radio stations tell us that they will return the subsidy. I keep on asking, how are they going to return the subsidy?” he said.
The APC chairman asked whether restoring the subsidy would require the Federal Government to suspend road construction and other infrastructure projects in the North.
“You mean they will stop all these road constructions because they want to return the subsidy? Because there will be no money for this construction,” he said.
He argued that programmes such as gas and fertiliser initiatives, CNG projects and student loans could also face funding challenges if the subsidy regime was restored.
“The beneficiaries of the student loan, most of them are from the North. We have more and more of them in this part of the country. Should we stop it?” he asked.
Yilwatda further argued that the subsidy removal should be viewed against the financial difficulties faced by several states before the Tinubu administration assumed office in 2023.
According to him, some Northern states had struggled to pay workers’ salaries and settle outstanding gratuities, warning that a reversal of current economic policies could worsen the situation.
“And most of our people who can’t afford school fees should go back as wheelbarrow pushers in the villages?” he asked.
“Should we say our state should go back again? They can’t pay salaries, they can’t pay gratuities… increase poverty again in the North.”
The APC chairman also dismissed allegations that the Tinubu administration had neglected the North, citing several major road projects as evidence of federal investment in the region.
Among the projects he mentioned were the Abuja-Kano and Kano-Maiduguri roads, as well as the Jos-Akwanga, Sokoto-Kebbi and Kano-Daura corridors.
Yilwatda said work on the Abuja-Kano road was nearing completion, while construction on the Kano-Maiduguri corridor had also recorded significant progress.
He maintained that the administration’s ongoing investments and programmes demonstrated its commitment to the development of the region.
Meanwhile, the defectors pledged their support for the APC and promised to mobilise their supporters for the party ahead of the 2027 elections.
Speaking on behalf of the group, Hassan said their decision to leave the ADC was aimed at beginning what he described as a new phase of political service.
“We are not here merely to change the political platform, but to begin a new chapter of service and a great contribution to our people by supporting Baba Tinubu’s Renewed Hope Agenda 2027,” he said.

2027: Babachir Lawal Accuses NDC’s Binani of Backing Atiku Over Obi
Former Secretary to the Government of the Federation, Babachir Lawal, has accused the Nigeria Democratic Congress (NDC) governorship candidate in Adamawa State, Aisha Binani, of backing former Vice President Atiku Abubakar ahead of the 2027 presidential election.
Lawal made the allegation on Monday in a statement posted on his official Facebook page.
The former SGF, who recently joined the NDC, claimed that Binani was supporting Atiku, the presidential candidate of the African Democratic Congress (ADC), instead of the NDC’s Peter Obi.
His allegation followed reports that six NDC governorship candidates from the North-East had rejected his appointment as the party’s leader in the North-East and North-Central zones.
Lawal said the reported opposition was being driven by a female governorship aspirant in Adamawa State, whom he described as a “pretender” to the party’s ticket.
He, however, said the development did not concern him, arguing that his appointment was a decision of the national leadership of the party.
According to him, the NDC governorship candidates in Gombe and Taraba states had contacted him to dissociate themselves from the reported protest.
Lawal also maintained that Nigeria’s political future in 2027 should revolve around a Peter Obi-Rabiu Kwankwaso presidential ticket.
He further pledged that the 2027 election would be conducted without manipulation, warning that those he described as “moles” would be rendered ineffective.
“My attention has been drawn to a trending story on social media to the effect that six so-called gubernatorial candidates of the Nigeria Democratic Congress are protesting my joining the party and my appointment as the leader of the party in the North-Eastern Zone of the party.
“I have it on good authority that the charade is being led and organised by a female pretender to the governorship candidacy of Adamawa State.
“It is important to note that this matter of protest is of no worry to me. I consider it to be a matter for the national leadership of the party, which recruited me into the party and declared me the National Leader of the party in the North-East and North-Central zones of the party.
“No formal offer was made to me, nor did I request to be so appointed before the announcement was made. I had accepted it in good faith as a mark of respect to Senator Dickson, Mr Obi and Kwankwaso, all of whom I highly respect and to whom I could not say no,” he wrote.
