Founder of TOS Foundation Africa and Chief Executive Officer of the TOS Group of Companies, Osasu Igbinedion Ogwuche, has been named among Africa’s 100 Most Impactful People in 2025 by Ranks Africa, in recognition of her growing influence in advancing inclusive governance, citizen participation and sustainable development across the continent.
Ranks Africa is a pan-African media and recognition platform that spotlights leadership and innovation across governance, business, technology, philanthropy and civil society.
Its annual list of Africa’s 100 Most Impactful People celebrates individuals whose work is contributing to meaningful social, economic and institutional change across the continent.
The honour reflects increased continental attention to Ogwuche’s work over the past year, particularly her role in strengthening Nigeria’s democratic process through advocacy for the Reserved Seats for Women Bill.

As convener of the National Advocacy Coalition behind the bill, she helped move the issue of women’s political representation from a legislative proposal to a matter of national conversation, elevating it as a critical step towards more representative governance.
Her efforts brought together lawmakers across party lines, as well as traditional and religious leaders, reinforcing the view that broader inclusion in political decision-making strengthens public trust and democratic institutions.
Beyond legislative reform, Ogwuche has focused on the social and economic realities shaping women’s lives.
Through the Shift The Needle Campaign, she has supported state-level advocacy for increased domestic funding for family planning and reproductive health.
Central to the initiative was a practical advocacy toolkit developed for First Ladies across Nigerian states, providing data-driven insights, clear policy guidance and accessible messaging that linked reproductive health to maternal survival, girls’ education, household stability and economic productivity.
This approach helped reposition family planning as not only a health concern, but a development priority requiring sustained political leadership.
Her commitment to inclusive governance is also evident in the creation of 469Tracker, a civic technology platform supported by TOS Foundation Africa. The platform promotes legislative transparency and citizen accountability by tracking the performance of elected representatives and encouraging greater public engagement with democratic institutions.
Ogwuche’s work is further reinforced through the annual TOS Symposium, which she leads as a forum for dialogue, collaboration and shared learning. The symposium brings together policymakers, civil society leaders, development partners and young people to examine Nigeria’s demographic realities and the policy choices needed to support inclusive growth. A recurring theme across her initiatives is the belief that lasting progress is driven by evidence-based decision-making, collaboration and long-term thinking.
TOS Foundation Africa is a pan-African non-profit organisation focused on advancing inclusive governance, gender equity and citizen participation through policy advocacy, convenings and public education.
