Reps Direct CBN To Immediately Stop Implementation of Cybersecurity Levy
By Gloria Ikibah
The House of Representatives has directed the Central Bank of Nigeria to withdraw the ambiguous circular on the proposed Cybersecurity levy and issue an unequivocal circular in line with the letters and spirit of the law.
This was sequel to a motion of public importance on the “Urgent Need To Halt The Proposed Implementation of The Cybersecurity Levy By The Central Bank Of Nigeria” moved by the Minority Leader of the House, Rep. Kingsley Chinda and 359 others on Thursday at plenary.
Debating the motion, the Minority Leader noted that the Central Bank of Nigeria through a Circular to all Commercial, Merchant, Non-interest and Payment Service Banks, other Financial Institutions, Mobile Money Operators and Payment Service Providers (“CBN Circular’) dated 6th May, 2024 informed Nigerians of a proposed 0.5 per cent levy on electronic transactions in line with Section 44(2)(a) of the Cybercrimes (Prohibition, Prevention, etc.) (Amendment) Act, 2024 (“Cybercrimes Act’).
The motion reads further: “Also notes that Section 44(2)(a) of the Cybercrimes (Prohibition, Prevention, etc.) (Amendment) Act, 2024 provides that “a levy of 0.5% (0.005) equivalent to half percent of all electronic transactions value by business specified in the Second Schedule to this Act” be paid into the Cybersecurity Fund.
“Further notes that businesses which the said Section 44(2)(a) refers to are listed in the Second Schedule to the Cybercrimes Act to be a) GSM Service Providers and all telecommunication companies; b) Internet Service Providers; c} Banks and Other Financial Institutions; d) Insurance Companies and e) Nigerian Stock Exchange.
“Concerned that the CBN circular mandates all Banks, Other Financial Institutions and Payments Service Providers to implement the Cybercrimes Act by applying the levy at the point of electronic transfer origination as “Cybersecurity Levy’ and remitting same.
“Further concerned that the wordings of the CBN Circular leaves the CBN directive to multiple interpretations including that the levy be paid by Bank customers, that is, Nigerians against the letters and spirit of Section 44(2)(a) and the Second Schedule to the Cybercrimes Act, which specifies the businesses that should be levied accordingly”.
The lawmakers expressed worries that this act has led to apprehension as Civil Society Organisations and citizens have taken to conventional and social Media to call out the Federal Government, give ultimatums for a reversal of the “imposed levy on Nigerians’ among other things.
According to him, unless immediate pragmatic steps are taken to halt the proposed action of the CBN, the Cybercrime shall be implemented in error at a time when Nigerians are experiencing the aftermath of multiple removal of subsidies from petroleum, electricity and so on abe the rising inflation.
The House unanimously adopted the motion and mandated the House Committees on Banking Regulation and Banking and Other Ancillary Institutions to guide the Central Bank of Nigeria properly.

The Transmission Company of Nigeria (TCN) has announced planned power outages in certain areas this weekend to allow for maintenance work on its transmission equipment.
According to a statement by the General Manager of Public Affairs, Mrs. Ndidi Mbah, the exercise is aimed at ensuring better service delivery.
On Saturday, December 28, 2024, from 9:00 a.m. to 1:00 p.m., Gwagwalada and nearby communities will experience a temporary power outage. This is to allow engineers to perform maintenance on a 60MVA transformer and related switchgear at the Gwagwalada Transmission Substation.
Similarly, on Sunday, December 29, 2024, power will be interrupted in several areas, including Wuye, EFCC, Federal Medical Centre, Coca-Cola, Idu Railway Station, Citec, and Life Camp. BREAKING! Confusion trails free train ride, hundreds of passengers stranded(PHOTOS)
* As train is delayed, NRC officials demand tickets
By Emmanuel Agaji
The much publicised tree train ride for passengers travelling to different destinations along the Itakpe/ Warri route may be a hoax as officials of the Nigeria Railway Corporation (NRC) at Itakpe, Kogi State, demand e-tickets and other evidence of payment for the trip.
Naojablitznews observed that upon arrival at the train station, travellers are accosted by the train operators to show their tickets to confirm their booking for the ride.
When a passenger shows his ticket, he is allowed to move into the Departure Lounge while those who had arrived on the assumption that the train ride was free are shoved aside , told to write down their names on a sheet of paper and stay under a canopy until those who paid for the trip have been allocated seats on the train.
The Federal Government had, a few days ago announced that Nigerians will enjoy free train rides during the Christmas and New Year celebrations.
The government also announced that transportation by road would be subsidised up to fifty per cent. However, these promises appear to have been mere propaganda.
The situation has left many travellers confused and stranded especially as
the train which ought to take off from Itakpe at t 2 pm on Saturday has not shown up at the station as at 3.16 pm.
Hundreds of passengers are currently stranded and waiting under the scorching heat of the sun as officials continue their discriminatory admission of passengers into the Departure Lounge.
There are fears that the train may not hit the station until about 4 pm and many passengers may not have space on it because of the perceived underhand dealings by the train officials.
While the officials of the Itakpe Train Station continue to plead for understanding over the delay of the train, their emphasis has been on how to cater for those who booked online for the trip and very little or no emphasis is made to reassure those who came for the free ride announced by the Federal Government that they were at the right place.
