Russian warship visits Cuba, bringing missiles within 30 miles of US
A warship armed with hypersonic missiles docked in Cuba as the Russian navy carried out missile drills in the Atlantic in a show of force amid rising global tensions.
The Admiral Gorshkov frigate was accompanied by the nuclear-powered submarine Kazan and two supply vessels, one a military tug and the other a fuel carrier, as it sailed within 30 miles of Florida.
Washington responded with submarine-hunter spy planes and sea drones to track the most significant Russian deployment to the Caribbean island in years.
The arrival of the warships in Cuba has echoes of the cold war, when the communist regimes in Moscow and Havana competed with the West for geopolitical power – and the 1962 Cuban missile crisis almost triggered nuclear Armageddon.
But the Biden administration downplayed the significance of the visit from the Gorshkov and the Kazan, emphasising that neither vessel is carrying nuclear weapons and Moscow has the right to hold war games in international waters.
“Russia’s deployments are part of routine naval activity which pose no direct threat or concern to the United States,” an official from US Northern Command told The Telegraph.
However, the Pentagon sent three guided-missile destroyers and several Boeing P-8 maritime reconnaissance planes to shadow the convoy, as it skirted close to the Florida coast.
US intelligence has assessed that the Gorshkov may be armed with Zircon hypersonic missiles. One of Russia’s most modern weapons, with a range of just over 600 miles, they can hit both land and sea targets.
That means that southern Florida, including Miami – just 230 miles from Havana – is now well within range.
But Evan Ellis, a professor at the US Army War College, dismissed flotilla’s presence in Cuba as “pure kabuki theatre”, with symbolic rather than strategic significance, aimed largely at the domestic audience in Russia.
The Admiral Gorshkov fired a 21-gun salute as it entered the port of Havana on Wednesday morning. Cuban forces reciprocated by discharging canons from an 18th Century Spanish fort overlooking the harbour.
The deployment allows Vladimir Putin to project strength on the world stage – even as the Russian military has become bogged down in a war of attrition in Ukraine that has exacted a huge toll in lives and hardware and shown up its combat limitations.
“It’s clear that Russia doesn’t have the sustainable capability to project significant military force into the Western Hemisphere,” Dr Ellis said, noting that the deployment is a “protest response” to the Biden administration authorising Ukraine to use US-supplied weapons to strike inside Russia.
Analyst Steffan Watkins said: “I think it’s as much for domestic audiences as sabre-rattling. It’s still a tiny fraction of the sort of naval activity the Soviets had in the Atlantic during the Cold War, based on declassified CIA reports from the time.”
Dr Ellis also highlighted that the frigate and submarine were accompanied by a tug. That, he said, reveals the dilapidated state of the Russian navy, which has fared disastrously in the war in Ukraine, with even Russia’s Black Sea flagship Moskva being sunk in 2022.
“The fact that they are sending a tug tells you everything. They can’t even rely on the Cubans or the Venezuelans if their ships break down,” he added.
The two vessels are expected to stay in Havana for five days, with civilians even allowed to tour the frigate. They will then take part in war games with the Cuban navy.
They may also then visit Venezuela, another of Russia’s handful of allies, all with floundering economies, in Latin America.

Kebbi denies supporting illegal mining
The Kebbi State government has debunked the news alleging that it was supporting illegal mining ongoing within the state.
The Commissioner for Solid Minerals Development and Mining, Alhaji Haliru Aliyu-Wasagu, on Sunday, while addressing a press conference in Birnin Kebbi, described the report as fake, malicious and a calculated attempt to distract the present administration from its efforts to reposition the state.
He said: “The briefing is to categorically debunk a recent online report which falsely alleges that the Kebbi State government is supporting illegal mining activities in Libata, in the Ngaski Local Government Area.”
The commissioner recalled that the ministry was established in 2023 alongside eight others by Governor Nasir Idris to diversify the state’s revenue sources and address key developmental priorities.
Aliyu-Wasagu also recalled that in September 2023, the state government took decisive action to sanitise the mining sector by suspending all mining activities across the state.
He said the decision was informed by several critical observations, including the lack of verifiable corporate social responsibility initiatives, community development agreement projects, and proper royalties and tax payments to federal and state governments.
The commissioner said the state government had approved and cleared seven mining companies to operate within the Libata area so far.
He said strict protocols were in place to ensure compliance with the rules and regulations, including registration with the ministry.
Aliyu-Wasagu said that after the registration, the ministry would write an introduction letter to be presented to the emir or district head for a consent letter to be forwarded to the Mining Cadastral Office, Abuja, to facilitate the application for a licence.
Other procedures include the ministry validating licences through the Mining Cadastral Office server, engaging with host communities for compensation, and community development projects, and obtaining an insurance permit/clearance from the ministry before mining.
“In the specific case of Libata, Ngaski LGA, Three Crown Company was issued a license by the Mining Cadastral Office, Abuja, for a total landmass of 5.4 square kilometres (27 cadastral units).
“Subsequently, a portion of this land (two square kilometres or 10 cadastral units) was allocated to El-Tahdam Exploration Limited.
“This overlap caused by the Mining Cadastral Office, Abuja, led to a dispute between the two companies. It is important to emphasise that the Kebbi State Ministry of Solid Minerals Development and Mining has no involvement in this conflict.
“While Three Crown Company registered with the state government in 2023, El-Tahdam Company did in 2024. Three Crown fully completed the licensing process from the state to the federal levels,” he said.
In his contribution, the Commissioner for Information and Culture, Alhaji Yakubu Ahmed-BK, said the publication was done to distract the government.
He stated that the state has never had a government more responsive, inclusive, and caring than the present administration.
He told residents that the governor was democratically elected to foster democracy and ensure good governance and appealed for support.

Govs threatening Reps over Tinubu VAT bill – Spokesman
The deputy spokesman for the House of Representatives, Mr Philip Agbese, has disclosed that some state governors are threatening to deny federal lawmakers return tickets in the 2027 general elections if they do not withdraw their support for President Bola Tinubu’s Tax Reform Bills now before the National Assembly for consideration.
Agbese also disclosed that the lawmakers will today (Monday) engage the Chairman of the Presidential Committee on Fiscal and Tax Reforms, Taiwo Oyedele, and other renowned tax experts on the bills.
Recall that on September 3, 2024, the President transmitted four tax reform bills to the National Assembly for consideration, following the recommendations of the Oyedele-led tax reforms committee.
The bills include the Nigeria Tax Bill 2024, which is expected to provide the fiscal framework for taxation in the country, and the Tax Administration Bill, which will provide a clear and concise legal framework for all taxes in the country and reduce disputes.
Others are the Nigeria Revenue Service Establishment Bill, which will repeal the Federal Inland Revenue Service Act and establish the Nigeria Revenue Service, and the Joint Revenue Board Establishment Bill, which will create a tax tribunal and a tax ombudsman.
The 36 state governors have, however, demanded the withdrawal of the executive bills, citing the need for more consultation and public input.
In the meantime, the President has rejected the counsel of the governors, insisting that amendments to some of the clauses can be made when the bills come up for debate in the Senate and House of Representatives.
In an exclusive interview with The PUNCH in Abuja, Agbese said some governors are holding meetings ahead of National Assembly resumption to consider the tax bills and other important legislations.
He said, “Some of these governors are threatening members from their states. They have even gone far to threaten that they would deny members return tickets in 2027 if they support the bills.”
The threats notwithstanding, the Benue lawmaker said nothing would make him and his colleagues change course, provided the bills are targeted at revamping the economy.
He continued, “As far as we are concerned in the House of Representatives, nobody can stop us from supporting President Bola Tinubu’s bid to reboot the economy to work for the country.
“We are united across party lines to make sure the country works. This is the disposition of Speaker, Tajudeen Abass.”
Waxing spiritual, Agbese quoted Isaiah 54:15 saying, “Behold, they shall surely gather, but not by me. Whosoever shall gather together against thee shall fall for thy sake.”
While noting that lawmakers in the past could indeed be cajoled to give up their principles, the legislator reminded the governors that the 10th Assembly congressmen are a different breed of Nigerians.
He said, “The difference between the new crop of politicians in the House of Representatives is that we are intellectually sound, progressive-minded and pro-Nigeria.
“We were not elected by the governors but our constituents and as far as the legislation (bills) will work for those that elected us, we will support them unequivocally, wholeheartedly and powerfully to see the light of the day.”
Meanwhile, the House, according to Agbese, will on Monday interface with the Chairman of the Presidential Committee on Fiscal and Tax Reforms, Oyedele, and other renowned tax experts, ahead of Tuesday’s resumption of plenary.
He added that the leadership of the House, in a bid to enable lawmakers to make contributions from a position of informed knowledge, had distributed copies of the bills to members for their independent study.
“We are engaging Taiwo Oyedele and other tax experts on Monday.
“We have made copies of the bills available to every lawmaker to study, dissect and make inputs when we bring them up for debate,” he stated, adding that the proposed legislation was likely to scale through but with some amendments where necessary.
He continued, “I see the 10th House Congressmen passing the bills with minor adjustments to polish them with a touch of patriotism and intellectualism. That’s the trademark when you have a teacher leading a parliament anywhere in the world.”
The bills are expected to dominate debate in both chambers of the National Assembly when the lawmakers reconvene for plenary duties, on Tuesday, November 19.
Also, in a telephone interview with The PUNCH, the member representing Ogbaru Federal Constituency, Anambra State, Mr Afam Ogene, said the interface with tax experts billed for Monday (today) would reveal the merits and demerits of the tax, urging Nigerians to be patient with their representatives as they brainstorm to take a position on the bills.
Ogene said, “For starters, the legislature, anywhere in the world, is a deliberative assembly of men and women charged with the responsibility of making laws for the good governance of that given society. Flowing from the above, it is only wise that the legislature and legislators should never shut the doors to dialogue, even with perceived opponents.
“As a National Assembly, my take is that the overall good of our country, and its component units should be uppermost in arriving at any decision.”
While noting that there were genuine fears over the motives of the proposed tax laws, the Labour Party legislators said Monday’s interface would avail both parties the opportunity to hear each other.
He continued, “Fears have been expressed regarding what the real ‘motives’ of the tax bills could be, but therein lies the real essence of the technical session of tomorrow (today) by the promoters of the bills.
“I expect that during the session, everyone who has misgivings about particular clauses and sections of any of the bills would be allowed to express such, so that at the end of the day, suggestions and recommendations for possible amendment would be attended to, before the public hearing stage.”
On his part, Odianosen Okojie representing Esan North East/Esan South East, Edo State, urged his colleagues to waste no time in passing the bills when they come up for debate on the floor during plenary.
He said, “I will urge the House to speedily pass the tax reform bills in support of Mr President. The President means well for the country, looking at the bold steps he is taking, in terms of positive policy making. The governors should embrace the tax reform bills because it’s going to be a win-win situation for all.
On his part, a Peoples Democratic Party lawmaker representing Obokun/Oriade Federal Constituency, Osun State, Oluwole Oke, pledged his readiness to work with the Green Chamber in arriving at a position on the matter.
“I will work with the committee at the public hearing and in the committee of the whole,” Oke told our correspondent.
Efforts to get comment from the spokesperson for the Senate, Yemi Adaramodu, proved abortive as he could not be reached via phone calls and did not reply to the text and WhatsApp messages sent to him by our correspondent.

The Nigeria Army said its troops of the 6 Division, in conjunction with other security agencies have scaled up the ongoing anti-illegal oil bunkering operations across the Niger Delta Region.
In a statement on its official Facebook page on Sunday, it said troops recovered arms and ammunitions, deactivated 46 illegal refining sites, 47 boats used to ferry stolen products across the treacherous terrain, arrested 28 oil thieves with over 95,000 litres of stolen products recovered.
“These were in addition to other strangulation operations targeted at crippling the criminal network of cartels in the region. The operations which were conducted from 11-17 November 2024 recorded several operational successes,” it said.
According to the statement, in Rivers State, following credible intelligence on the activities of economic saboteurs along the Oando pipeline in Ebocha, a New base in Ogba/Egbema/Ndoni Local Government Area Area, ONELGA, troops engaged armed criminals.
It said troops swiftly mobilised to the area. On reaching the spot, troops encountered armed vandals, who opened fire on troops. In the firefight that ensued, the criminals who were overwhelmed by superior fire, fled in disarray.
“Further exploitation of the general area led to the recovery of one AK 47 riffle, one magazine loaded with 17 rounds of 7.62 mm (Special) ammunition abandoned by the fleeing armed vandals.
It said more operations were conducted around Obiafu-Ndoni, and large wooden boats conveying over 472 sacks of stolen crude estimated to be 28,320 litres were intercepted.
“Seven suspected oil thieves have been arrested in connection to the heinous crime. Several operations were also conducted around the Buguma general area in Asari Toru LGA, which led to the dismantling of numerous illegal refining sites, the deactivation of several boats as well as the recovery of over 9,500 litres of stolen products.
“Operations were also conducted around Tuma and Krakrama general areas in Degema LGA with a number of wooden and fibre boats destroyed and over 10,500 litres of stolen Automotive Gas Oil (AGO) confiscated,” it said.
