NASS Joint Committee Queries Minister Over Alleged Budget Disparities in Regional Development Projects

The Joint Senate and House of Representatives Committee on Regional Development has challenged the Minister of Regional Development, Abubakar Momoh, over claims of unequal allocation of the Ministry’s projects.
The lawmakers raised concerns about the apparent concentration of 70 percent of the 2024 and proposed 2025 projects in Edo State, neglecting other regions.
During the session, lawmakers, including Rep. Matthew Nwogu and Rep. Chinedu Ogar, emphasised the constitutional principle of Federal Character, criticizing the perceived bias towards Edo State. Rep.
Ogar stated, “This budget negates the principles of equity as most projects are concentrated in one state.”
The Minister attributed part of the 2024 budget distribution to zonal intervention allocations influenced by the House Leader, Prof. Julius Ihonvbere.
He admitted to the challenges posed by inadequate funding and an expanded mandate from the Ministry’s transformation from Niger Delta Development to Regional Development. He revealed that abandoned projects now require up to ₦70 billion for completion, a significant increase from earlier estimates.
Senator Olajide Ipinsagba commended the expanded focus of the Ministry but urged equitable distribution of projects.
The committee resolved to address the issue further in an executive session.
The Minister presented a ₦28.9 billion budget for 2025 and requested increased funding to meet regional development goals and tackle ongoing project delays.
Lawmakers assured the Ministry of support while urging adherence to equitable project allocation across the regions.
