Tension boiled over at Dabo Primary School in Pai Ward, Kwali Area Council, on Saturday morning after electoral officials reportedly arrived late and without complete voting materials, triggering anger among residents and party observers.
Voting materials were scheduled for distribution from Bako Primary School, but by 7:45am there was no sign of either the materials or officials from the Independent National Electoral Commission (INEC). 
Concerns deepened when PDP observer Habibu Musa claimed hundreds of ballot papers were unaccounted for.
“Here at Dabi Primary School in Pai Ward, our people said if it’s not complete, they’re not coming.
“Anywhere those other ballot papers are, they need to provide them—that’s why INEC officials aren’t available,” Musa said.
By 8:30am, voters were still milling around the premises, unable to cast their ballots. Frustration spilled over, and tempers flared until an INEC representative eventually arrived at about 8:45am.
APC observer Abduljubril Abdulsallam backed the concerns, saying observers discovered a significant shortfall on arrival.
“I’m not happy with what went on this morning.
“It’s a misplacement by INEC officials. By God’s grace, the problem was rectified soon after. That’s why people were stranded at the polling units—we’re really not happy about it,” Abdulsallam said.
All party agents at the scene reportedly insisted the discrepancy be resolved before any materials were distributed.
After heated exchanges and a period of disorder, security personnel stepped in to restore calm. INEC officials then moved into the hall, and the previously missing ballot papers were produced, clearing the way for distribution to proceed.
