Agric agencies in trouble as NASS vows to award zero allocations in 2025 budget

Ahead of the passage of 2025 Appropriation Bill, the National Assembly Joint Committee on Agricultural Production and Services has vowed to award zero allocations to agencies under the supervision of the Federal Ministry of Agriculture and Food Security in this year’s budget.

The National Assembly has reiterated that agencies that fail to be represented by their respective chief accounting officers would not be allowed to make their presentations.

According to the Chairman, Senate Committee on Agricultural Production and Services, Saliu Mustapha and his House of Representatives counterpart, Bello Kaoje, this action would be taken to deal with heads of agencies who fail to give an account of their 2024 budget performance and projections in the New Year.

The Committee which issued the warning yesterday in Abuja in the continuation of the defence of the 2025 budget estimates by Ministries, Department and Agencies, was not happy that despite the directive of President Bola Tinubu that all heads of agencies must appear before the National Assembly to defend their budget estimates, many of them still prefer to send their subordinates.

Members of the Committee yesterday expressed their anger when the Director General of the Nigerian Agricultural Quarantine Service, Vincent Isegbe who was listed to brief the committee of the performance of his agency in the 2024 budget and projections in 2025 did not show up for the exercise.

In his remarks, Senator Mustapha who told the representative of the Director General that there was no reason for the Chief Executive who is the accounting officer of the agency to be absent and directed that he appear on Monday, January 20, said “We are not going to attend to you. When the President came to present this budget, he made it clear that all heads of agencies must come to defend their estimates and should therefore call off any plan to travel. We are going to give him another time, but that may not be too convenient for him because we have a time frame to submit our report.

“We should all make this thing easy for ourselves. There is no need for us to drag what we don’t need to drag. Even if he is coming to make an excuse, he should have been here to say these are the people that will do this thing on my behalf.

“The President made it very clear that nobody should travel when he came to present the budget. Why is it now that your principal chose to travel? Tell him that we are available tomorrow.”

Earlier in his opening remarks, Senator Mustapha who noted that the projections by the World Food Programme that about 33.1m Nigerians will be hit by acute hunger in 2025 is a clear indication that food security is a task that must be accomplished, said “The projection by the World Food Programme that about 33.1m Nigerians will face food insecurity in 2025 is an indication that food crisis is what we cannot allow to happen and we collectively need to avert.

“Given the critical role that agriculture plays in ensuring food security, economic stability and rural development, it is important that adequate budgetary provisions be made to address the challenges the sector faces today.

“The combined effect of climate change, desertification and other environmental challenges put agricultural productivity under severe threat necessitating improved budgetary allocation to the sector”.

On his part, Kaoje who noted that food security forms one of the challenges facing the country today, leading to the president declaring a state of emergency on food security in 2024, said “Sometime last year, Mr President declared a state of emergency on food security. We have had a robust discussion with the Minister of Agriculture who enumerated a lot of challenges before us and we assured him that the two committees will do something to make sure that the budget is enhanced.

“We will do everything possible to ensure that where you have challenges, we can assist. We will put our heads together with the appropriation committee to make sure that the renewed hope agenda of the President is achieved in the area of food security.”

On his part, the Director General, National Agricultural Seed Council, Ishiak Khalid who told the committee that only a paltry percentage of the agency’s capital allocation in 2024 was released, said, “We had a very tough time in 2024. Only 9 per cent of our total 2024 capital allocation and over 90 per cent are still being withheld. This has made it very difficult to cope with our mandate because, without quality seeds, it is difficult to have good yields.”

Asked if the council can partner with development partners to meet some of its funding needs, the NASC boss said, “We have development partners but they don’t give us funding directly. What they do is that if they have a programme they want us to participate in, they send us flight ticket, book hotel accommodation and all that.”

On his part, the Executive Secretary, Nigerian Agriculture Development Fund, Muhammed Ibrahim who lamented the agency’s lack of adequate manpower, more than a year after assuming office, said, “Unlike the Seed Council, we had zero release in our capital allocation in 2024. But that is not all. About 15 months after we assumed office, we are yet to have a salary scale. Most of our staff members are contracted while some are deployed from other agencies of government.”

At the end of the session, the Joint Committee assured that it would assist the agency not only to get an adequate allocation in the 2025 budget but also to help in the manpower gap to enable it to discharge its responsibility to the public.

El-Rufai Was A Political Liability, His Defection Of No Relevance- Shehu Sani

Senator Shehu Sani has downplayed ex-governor Nasir El-Rufai’s defection from the All Progressives Congress (APC), saying he was a political liability.

El-Rufai, the immediate past governor of Kaduna State on Monday left the APC, a party he was a founding member, and pitched his tent with the Social Democratic Party (SDP) in a move pundits believe will change the political texture of the country.

But Sani, who is also from Kaduna like El-Rufai, believes the former Minister of the FCT holds no political relevance.

“Well, first of all, for those of us from Kaduna State, it [his defection] is a good riddance because he stands as a liability to the party in the state,” the former Kaduna Central senator said on Monday’s edition of Channels Television’s Politics Today, citing the APC’s losses under El-Rufai.

“I can back this with facts.

In 2015, APC had two senators. By 2023, all the senatorial zones were taken over by PDP.

Out of the 14 House of Representatives seats in Kaduna State, by the time he left [office as governor], almost nine of the seats were won by PDP, two by the Labour Party, and then three by APC.

With him as a governor, the APC also lost the presidential election in Kaduna State.”

EFCC Nabs Four Chinese Citizens, 27 Others Over Illegal Mining In Plateau

Operatives of the Economic and Financial Crimes Commission (EFCC), Kaduna Zonal Directorate, have nabbed 31 suspected illegal miners in Jos, the capital of Plateau State.

The arrest was conducted following credible intelligence linking the suspects to illegal mining activities in the state, according to EFCC.

The anti-graft agency stated that the operation was carried out at the premises of Jiasheng Nigeria Limited, located at Dura Rayfield, Mangu Road, Jos.

The EFCC disclosed that the arrested individuals comprised four Chinese nationals and 27 Nigerians, some of whom were suppliers found in possession of unprocessed solid minerals suspected to have been illegally mined.

The Chinese nationals apprehended were identified as; Liang Qinyong, Wang Huajie, Zhong Jiajing, and Long Kechong.

The Nigerian suspects include Akilu Akonimi, Umar Mohammed, Aaron Davo, Auwal Abdullahi, Haruna Umar, Prosper Goddey, Alex Long, Mathew Onmaza, Oupe Anzaku, Samson Luka, John Nwang, and Saidu Mohammed.

Others arrested are; Mohammed Musa, Abubakar Ibrahim, Mohammed Zaradeen, Yakubu Adidzi, Isah Dahiru, Yusuf Musa, Benjamin D. Dalop, Ibrahim Wakili, Adam Muhammed, Abubakar Ahmed Muazu, Murtala Abubakar, Peter Yakubu, Ibrahim Musa, Monday Christopher, and Billard Musa.

During the operation, EFCC said that its operatives recovered several items, including a truck loaded with eight bags of processed monazite, each weighing 1000kg and valued at approximately N4 million per bag.

The EFCC stated that investigations were ongoing and that the suspects would be charged to court as soon as the probe was concluded.

The commission reiterated its commitment to tackling illegal mining and other economic crimes in Nigeria, emphasising the need for strict adherence to the country’s mining laws.

The arrest underscores the federal government’s intensified crackdown on illegal mining, which has been a significant challenge in Nigeria, particularly in mineral-rich states like Plateau.

Authorities have consistently warned against unauthorized mining activities, highlighting their detrimental effects on the nation’s economy and environment.

The EFCC urged members of the public to report any suspicious activities related to illegal mining and financial crimes, assuring them of prompt action to uphold the rule of law and protect the country’s natural resources.

FG announces April deadline for completion of East-West Road

The Federal Government has directed the contractor handling the Eleme section of the East-West Road to expedite drainage work to meet the April deadline for completion.

The Minister of Works, David Umahi, issued the directive during an inspection of the ongoing 15km road upgrade from Eleme Junction to Onne in Eleme Local Government Area of Rivers State.

While commending Reynolds Construction Company Nigeria Limited for the quality of work done, Umahi insisted that the drainage must be prioritised to ensure timely completion.

“RCC has done very well. The work completed in the past two months is more than what was done since the project started. However, the project slowed down significantly when the site manager went on leave. I’m happy to see him back and satisfied with the quality of work RCC is delivering,” Umahi stated.

He emphasised the need to test existing road shoulders before excavation, warning against unnecessary digging for financial gains.

“The existing shoulder has to be tested throughout. I don’t want them digging up areas filled with sharp sand and stone base just to increase costs. If they don’t test it and request approval for any section they dig, they won’t get paid,” he warned.

Umahi also observed that drainage construction had either stopped or slowed significantly, urging the contractor to redesign and precast drainage systems for quicker installation, even during the rainy season.

“I’m happy with the project’s progress, and I believe they will complete the carriageway by the end of April. However, if drainage work is not completed, the project remains unfinished. They must accelerate drainage work to ensure we clear this carriageway by April,” he stated.

The minister further directed that any section of the road that has remained untouched for 21 days after concrete casting should be opened to commuters to ease traffic congestion.

“Anywhere that has stayed 21 days since concrete was cast should be opened to road users, starting today. This concrete technology will ensure the road lasts between 50 and 100 years without maintenance or reconstruction. It is a signature project of President Bola Tinubu,” he added.

Umahi also inspected the rehabilitation of the Enugu-Port Harcourt dual carriageway, Section IV (Aba–Port Harcourt), which is being handled by the Chinese Construction Engineering Company.
