Just in: Police reportedly order personnel to contribute N3bn into POWA

The Nigeria Police Force has asked its personnel to pay what it tagged “2025 Police Officers’ Wives Association due”.

POWA is led by the wife of the Inspector General of Police, Elizabeth Egbetokun.

A signal obtained by SaharaReporters showed that officers from the rank of Assistant Superintendent of Police (ASP) would pay N12,000 each while Inspectors and rank and file are expected to pay N6000 each.

They were ordered to pay the money in cash on or before 20th of February, 2025 unfailingly.

“COMPOL directs that all officers and men attached are to pay 2025 POWA DUE of N12,000 for OFFICERS and N6,000 for INSPECTORS AND RANK AND FILE respectively, on or before THURSDAY 20/02/2025 unfailingly. Officers are to report to S/O/ADMIN OFFICE for payment,” the signal read.

Nigeria’s current police strength is just over 380,000 personnel.

However, some officers have kicked against the payment, describing it as extortion and a means to enrich the IGP’s wife.

“If the money is lawful, they should remove it from our salaries. They are asking my rank upward to pay N12,000 while Inspector down to Constable will pay N6000 nationwide. That’s over N3billion in total,” an officer told SaharaReporters.

“There’s a mandatory POWA fee that were forced on all police officers now and It’s an illegal due to extort us,” an Inspector added.

Calls put across to Force spokesman, Muyiwa Adejobi, were not picked nor returned.

The IGP Egbetokun has been in a runny battle with senior police officers due for retirement, asking them to leave the force, although he also is due for retirement since 2024.

Recall that a mutiny was brewing within the Nigeria Police Force, as over 200 senior officers were refusing to retire despite being found to have falsified their birth records.

It was learnt that some of the officers had been serving for up to 44 years and that the development had led to tensions between Egbetokun and the Deputy Inspector General of the Federal Investigation Department, Dasuki Galandanchi.

Galandanchi is seeking a two-year extension, citing the precedent set by Egbetokun, who was granted an extension despite being due for retirement last year.

Galandanchi is set to retire next month, but SaharaReporters learnt that the police IG Egbetokun was not keen on having Galandanchi around due to concerns about his personal conduct and behaviour. He has been described as having a reckless lifestyle and a larger-than-life demeanour.

“Galandanchi is stating that if he must retire, Egbetokun must also retire,” one of the sources privy to happenings in the Force said.

“He is at war with Egbetokun over the issue and has requested for two-year extension.”

On July 23, 2024, SaharaReporters reported that the Nigerian Senate had passed a controversial amendment bill to extend Egbetokun’s tenure beyond September.

The Nigerian Senate passed the Police Act (Amendment) Bill 2024 to amend the Police Act of 2020.

President Bola Tinubu had sent the Police Act Amendment Bill to the House of Representatives, proposing changes to the tenure of the IGP.

SaharaReporters reported on Friday, January 31, 2025 that the PSC had approved the immediate retirement of senior police officers who were over 60 years old or had served for 35 years.

The PSC had approved the retirement of the senior officers at its first extraordinary meeting.

The House of Representatives has given the green light to the 2024 budget performance review and 2025 financial proposals of the National Insurance Commission (NICOM) and the Nigeria Deposit Insurance Corporation (NDIC).

The approval came after separate presentations by the Commissioner for Insurance, Olusegun Ayi, and NDIC Managing Director, Bello Hassan, during a budget defense session witg the House Committee on Insurance and Actuarial Matters held on Monday in Abuja.

While addressing the committee, Bello Hassan emphasized that NDIC operates as a self-sustaining agency.
He said, “We fund out operations from the premiums we received from participating financial institutions. This premium is invested in government securities as provided in the act and the proceeds are used to finance our activities and the surplus is remitted to the Consolidated Revenue Fund in line with the provisions of Fiscal Responsibilities Act”.
Hassan also hihighlighted NDIC’s 2024 budget performance, and he said it was as at September 2024.
He added,” We have the figures as at December, but when the request comes, we were asked to submit the management accounts as at September 2024. So that’s why these numbers are as at September 2024″.
Presenting the 2025 budget estimate, he said, the NDIC intends to generate a gross income of N433.9 billion, before target funding.
Hassan added, “And when you less target funding of N73.9 billion, we expect to realize a total income of N360.1 billion in the year 2025. 50 percent of this income is supposed to go to the Consolidated Revenue Fund in line with the Fiscal Responsibility Act annd the circular issued by the Honorable Minister”.
In his presentation, the NAICOM’s Commissioner for Insurance, Olusegun Ayi informed that, the Commission has a budget estimate of N29.931 billion for the 2025 fiscal year.
He said, “And this is broken down into two major sources of revenue, the first being the Insurance Levy. The Insurance Levy is projected to be N17.6 billion, while fees and penalties is projected to be N12.3 billion, giving a total of N29.9 billion.
“But out of this, Mr Chairman, 50% will be going to the consolidated revenue fund by way of auto deduction. The balance is a N14.96 billion, which will be the available total IGR for the commission to operate. I will not make too much comment in this regard, but I will jump to the expenditure side.
“On the expenditure side, Mr Chairman, we have a gross total expenditure of N14.906 billion, which again is broken down into recurrent expenditure of N13.03 billion, and a capital expenditure of N1.873 billion. In this regard, I think there have been some ambition on the part of the commission.
“Because we intend to be able to within this very modest budget, be able to carry out effectively the business of regulating the sector and be able to make the desired difference. We desire to be that sector that will continue to give the needed, so called, the needed backing to the Nigerian economy”.
The two heads of the agencies pleaded with the Committee for a speedy passage of the Insurance Reform Bill 2024 which is before the National Assembly.
The NICOM Boss said, “We need the powers of the law. Currently, the regulator is designed as a regulator, but giving only a voice in terms of biting that are limited powers that have been granted in the existing laws. And to this extent, you have been an integral part of the process that has put up the …new insurance bill, which is the 2024 Insurance reform bill currently before the House of Representatives.
“With your kind permission, I would like to also say that we are trusting in the ability of this committee to effectively deliver and make us that focal attention for our national economy, in terms of being able to effectively contribute to the growth and development of the Nigerian economy, insurance is set.
“It’s just the enabling environment, and that can only be to the extent that we’re able to put together a bundle of laws, not only futuristic, but can address current challenges”.
The Committee adopt the 2025 budget proposals by the NDIC and NAICOM.

NDLEA declares 4 members of drug cartel wanted(Photos) …Over cocaine shipments to Saudi Arabia, Qatar, others

The National Drug Law Enforcement Agency, NDLEA, has declared four associates of Lagos drug kingpin, Alhaji Suleiman Aremu Ganiu (a.k.a Barryshine, Ejeoto) wanted for their involvement in multiple drug trafficking activities for which ‘Barryshine’ is currently facing criminal charges at a Federal High Court in Lagos.

The decision to declare the suspects wanted followed an order granted to the NDLEA by Honourable Justice Akintayo Aluko of the Federal High Court in Lagos. Those wanted for their involvement in multiple drug trafficking activities include: Olarenwaju Ramon Abdulai (a.k.a Alhaji Loyingbo); Oluwafemi Akande Abidoye (a.k.a Igbono, Baba Eje, Ade Iwaya, Femi Iwaya); Olumuyiwa Olufemi Ilori (a.k.a Murphy) and Alate Kafy Bakare Bukki of Kaffy Travels.

The court in its ruling on Tuesday 28th January 2025 following the reliefs sought by NDLEA in charge no: FHC/L/731C/2024 ordered as follows:
“That an order of this Honourable Court declaring one Olarenwaju Ramon Abdulai a.k.a ‘Alhaji Loyingbo’, wanted by a public notice with their photographs conspicuously displayed, who are presently at large for their involvement in multiple drug trafficking activities with Suleiman Aremu a.k.a ‘Barryshine’, ‘Ejeoto’ is hereby granted.

“That an Order declaring one Oluwafemi Akande Abidoye a.k.a ‘Igbono’, ‘Baba Eje’, Iwaya’, ‘Femi Iwaya’, wanted by a public notice with their photographs conspicuously displayed, who are presently at large for their involvement in multiple drug trafficking activities with Suleiman Aremu Ganiu a.k.a ‘Barryshine’, ‘Ejeoto’ is hereby granted.

“That an Order declaring one Olumuyiwa Olufemi Ilori a.k.a ‘Murphy’, wanted by a public notice with his photograph conspicuously displayed, who is presently at large for his involvement in multiple drug trafficking activities with Suleiman Aremu Ganiu a.k.a ‘Barryshine’, ‘Ejeoto’ is hereby granted.

“That an Order declaring one Alate Kafy Zakare Bukki of Kaffy Travels wanted by a
public notice with her photograph conspicuously displayed, who is presently at
large for her involvement in the drug trafficking activities with Suleiman Aremu Ganiu a.k.a ‘Barryshine’, ‘Ejeoto’ is hereby granted.”

The leader of the gang, Suleiman Ganiu Aremu (a.k.a Barryshine) was arrested on 26th August 2024 two years after coming under the radar of the anti-narcotics Agency. Suleiman who is the Managing Director/CEO of Barryshine Suleiman Nigeria Ltd came under the Agency’s watchlist over his alleged role in four foiled attempts to export cocaine to Saudi Arabia and Qatar through the Murtala Muhammed International Airport, MMIA Ikeja Lagos between 2022 and 2024.

Many of his mules have since been arrested by NDLEA, prosecuted and convicted. He is currently facing multiple criminal charges at a Federal High Court in Lagos.

Prove your innocence in court, INEC tells sacked REC

The Independent National Electoral Commission (INEC) has told the dismissed Resident Electoral Commissioner(REC) Hudu Ari to prove his innocence before a competent court of law where he is being tried for allegedly infringing on the electoral process during the 2023 governorship election in Adamawa State.

Ari, who is being prosecuted by the commission for electoral offences in a beireifng in Bauchi at the weekend, said he had evidence that the candidate of the All Progressives Congress (APC), Senator Aisha Binani, won the governorship election in Adamawa State.

The former REC declared Binani winner of the contest when the rerun election was still ongoing before leaving the State, alleging his life was in danger.

However, National Commissioner and Chairman Information and Voter Education Committee of the Commission, Sam Olimekun (Mni) told The Nation that the commission will not comment on Ari’s allegations because his case is before the court.

Olimekun said: “In response to your request, our attention has also been drawn to the interview granted by the former REC of Adamawa State, Mr. Hudu Yunusa Ari. There is nothing new in what he said.

“In any case, the substantive matter of the 2023 Adamawa State Governorship election has been determined through the appropriate judicial process from the trial Tribunal to the Appeal Tribunal and finally settled by the Supreme Court.

“The Commission will not comment on the propriety or otherwise of his conduct during the concluding part of the election as the matter is right now the subject of litigation at the High Court sitting in Yola and therefore subjudice.

“Now that he is back in the country, the right place to prove his innocence and the propriety of his action is by availing himself for the due process of law and not a press conference.”

The Senate recently approved President Bola Ahmed Tinubu’s request to sack Ari and two other RECs.
