Floods Hit Sri Lanka’s Capital As Cyclone D3aths Near 200

The cyclone is Sri Lanka’s deadliest natural disaster since 2017, when flooding and landslides claimed more than 200 lives and displaced hundreds of thousands.

Entire areas of Sri Lanka’s capital were flooded on Sunday after a powerful cyclone triggered heavy rains and mudslides across the island, with authorities reporting nearly 200 dead and dozens more missing.

Officials said the extent of the damage in the country’s worst-affected central region was only just being revealed as relief workers cleared roads blocked by fallen trees and mudslides.

The Disaster Management Centre (DMC) said at least 193 people had died following a week of heavy rains brought on by Cyclone Ditwah, while 228 people were missing.

The northern parts of Colombo were flooded as the water level in the Kelani River rose rapidly, the DMC said.

“Although the cyclone has left us, heavy rains upstream are now flooding low-lying areas along the banks of the Kelani River,” a DMC official said.

Cyclone Ditwah moved away towards India on Saturday.
Selvi, 46, a resident of the Colombo suburb of Wennawatte, left her flooded home on Sunday, carrying four bags of clothes and valuables.

“My house is completely flooded. I don’t know where to go, but I hope there is some safe shelter where I can take my family,” she told AFP.

Water levels in the town of Manampitiya, 250 kilometres (156 miles) north-east of Colombo, were receding, revealing massive destruction.

“Manampitiya is a flood-prone town, but I have never seen such a volume of water,” said 72-year-old resident S. Sivanandan.
He told the local News Centre portal that businesses and property had been damaged extensively. A car had flipped upside down right in front of his shop.

Although there have been relatively few injuries, the National Blood Transfusion Service said it was in short supply.

The blood bank chief, Lakshman Edirisinghe, said their daily requirement was about 1,500 units of blood, but the weather-related disruptions had reduced supply to just 236 units on Saturday.
“Because of floods and heavy rains, we were unable to conduct our mobile campaigns to collect blood,” he told reporters in Colombo. “We appeal to donors to visit the nearest blood bank.”
The National Building Research Organisation, which monitors the stability of hillsides, said there was a high risk of further landslides because mountain slopes were still saturated with rainwater.

President Anura Kumara Dissanayake declared a state of emergency on Saturday to deal with the aftermath of the cyclone and appealed for international aid.
India was the first to respond, sending relief supplies and two helicopters with crew to carry out rescue missions. Two more choppers were due to join on Sunday, officials said.

Pakistan was also sending rescue teams, according to the Sri Lankan Air Force. Japan said it would send a team to assess immediate needs and pledged further assistance.
The extreme weather system has destroyed more than 25,000 homes and sent 147,000 people into state-run temporary shelters.
Another 968,000 people required assistance after being displaced by the floods.

Troops from the army, navy, and air force have been deployed alongside civilian workers and volunteers to assist with the relief effort.

The cyclone is Sri Lanka’s deadliest natural disaster since 2017, when flooding and landslides claimed more than 200 lives and displaced hundreds of thousands.
The worst flooding since the turn of the century occurred in June 2003, when 254 people were killed.

Association of Medical, Dental Academics in Nigeria gives FG three week ultimatum or face strike

The Nigerian Association of Medical and Dental Academics (NAMDA) has given the Federal Government a three-week extension to conclude negotiations over its outstanding demands, warning that failure to reach an agreement could trigger a three-day warning strike.

The association issued the ultimatum in a communiqué released to journalists in Uyo on Friday, following its Emergency National Executive Council (E-NEC) meeting.

The communiqué, endorsed by the President, Nosa Orhue, and the Acting Secretary-General, Aniekan Peter, said the extension would run until August 31, 2026.

It stated, “A three-week timeline extension was adopted for a possible further consideration. E-NEC further resolved that the extension period should be utilised by government to resolve all outstanding issues.

“Failure to achieve meaningful resolution at the expiration of the period ending on the 31st of August 2026 shall result in the declaration of a three-day warning strike to be announced by NOC.”

NAMDA also directed all its branches nationwide to engage their members through congresses and sensitisation programmes at least twice during the extension period.

The branches are expected to submit evidence and reports of the mobilisation activities to the National Executive Council through the secretariat, indicating their level of preparedness for possible strike action.

The association expressed concern over what it described as the government’s reluctance to conclude negotiations, while commending the Department of State Services (DSS) and other stakeholders for their interventions in the process.

NAMDA also appreciated its members for their patience and cooperation in maintaining stability within the university system.

The association further lamented the alleged neglect of medical education and training amid the shortage of medical and dental doctors and the increasing migration of professionals, popularly known as the “Japa” syndrome.

It reaffirmed its commitment to pursuing the full implementation of all approved benefits for medical and dental lecturers and urged its members to comply with all directives and decisions reached at the meeting.

Why FCT can’t have state police — Senate

The Senate has explained why the Federal Capital Territory will not be included in the proposed state police structure, saying Abuja lacks the constitutional institutions required to operate one.

Chairman of the Senate Committee on Media and Publicity, Yemi Adaramodu, said the FCT has no governor or State House of Assembly and remains directly under the control of the Federal Government.

Adaramodu said the territory is administered by a minister who takes directives from the Federal Executive Council, while the National Assembly performs legislative functions for the FCT.

“I have heard many people raise a lot of questions on why the Federal Capital Territory is not among the plan for state police. The FCT issue is different. It is under the Federal Government,” he said.

He added that because Abuja does not have a governor or state legislature, it cannot operate under the same policing arrangement being proposed for the 36 states.

“The federal capital does not have an assembly. It is the National Assembly that legislates for the FCT. This is why it can’t be different from what the Federal Government does. Therefore, the federal police are in charge,” Adaramodu said.

The clarification comes as the Federal Government pushes ahead with plans for a new policing structure amid mounting calls for decentralised security across the country.

President Bola Tinubu is expected to receive the draft Executive National Policing Bill on September 3 as part of efforts to provide an operational framework for the proposed system.

Chief of Staff to the President and Chairman of the Presidential Working Group on the National Policing Bill, Femi Gbajabiamila, had also unveiled a public information portal through which Nigerians can submit memoranda and position papers on the proposal.

Under the constitutional amendments being considered, state Houses of Assembly would have powers to legislate on the establishment, administration, funding and oversight of state police.

States would bear the primary responsibility for funding their police formations, although the Federal Government could provide grants or assistance on the recommendation of the National Police Council and subject to approval by the National Assembly.

The FCT, however, would remain under the federal policing structure because of its unique constitutional status and direct administration by the Federal Government.

Gov Abiodun Commends Army, Police, DSS, Others for Intelligence-led Rescue of 5 Kidnapped Poly Students, 2 Others

Governor Dapo Abiodun of Ogun State has lauded the Department of State Services (DSS), the Nigerian Army, the Nigerian Police, as well as Civil Defence Corps (NSCDC), for rescuing five kidnapped students of Gateway ICT Polytechnic, Saapade, in Remo North Local Government Area of the state.

The students, who were abducted by suspected kidnappers earlier this week, were rescued in the early hours of Friday, in an intelligence-led operation around Alamala community, off Ayetoro Road Roundabout, of the state capital. Also rescued were two non-students.

The governor described the rescue as a major breakthrough in its fight against kidnapping, even as he reaffirmed his administration’s unwavering commitment to ensuring that kidnappers and other criminal elements have no hiding place in the state.

He described the operation, which included members of the State Security Network Agency (Amotekun Corps), local vigilantes and hunters, as a demonstration of the success that can be achieved when security agencies work together.

“One of the victims sustained a gunshot injury during the incident and was immediately evacuated for medical attention. The student has since been stabilised.
“This operation is still ongoing, and I wish to assure the good people of Ogun State that our security agencies remain on the trail of every individual connected with this criminal enterprise,” said the governor.

“Our resolve is very clear. Ogun State will remain hostile to criminality and safe for every law-abiding citizen, resident and investor,” the Governor declared, stressing that
