First of its kind, Reps minority caucus investigative panel confirms there are alterations in tax laws

The House of Representatives Minority Caucus Ad-hoc Committee on Tax Laws on Friday said it had confirmed that illegal alterations were made to some tax reform laws passed by the National Assembly and assented to by the President, raising concerns about legislative integrity and constitutional breaches.

The committee made the disclosure in its interim report on allegations of discrepancies between the laws passed by parliament and versions later published in the official gazette.

This is the first of its kind that a minority caucus in the House of Representatives is embarking on such an investigative hearing to unravel the truth.

The controversy began after a member of the House, Abdulsamad Dasuki, raised the alarm during plenary over the circulation of an “authorised” tax law version that differed from what lawmakers passed.

Following public outrage, the minority caucus issued a statement on December 28, 2025, vowing to “unconditionally protect the independence of the Legislature and our democracy.”

The caucus warned that foisting fake laws on Nigerians amounted to an attack on the constitutional role of the National Assembly.

Fact-Finding Committee

To investigate the allegations, the caucus, led by Kingsley Chinda, on January 2, 2026, constituted a seven-man ad-hoc committee, chaired by Afam Ogene and six others.

They are Aliyu Garu (Bauchi), Stanley Adedeji (Oyo), Ibe Osonwa (Abia), Marie Ebikake (Bayelsa), Shehu Fagge (Kano), and Gaza Jonathan (Nasarawa).

The mandate was to establish the facts surrounding the alleged manipulation of the tax laws.

In the statement signed by Ogene, the committee said that on January 3, 2026, the House, through its spokesman, Akintunde Rotimi, announced that the Speaker, Abbas Tajudeen, directed the public release of the four tax reform Acts duly signed into law by the President.

The Speaker also ordered an internal verification and immediate release of Certified True Copies (CTCs) to eliminate doubts and preserve the sanctity of the legislature.

The Acts released were Nigeria Tax Act, 2025; Nigeria Tax Administration Act, 2025; National Revenue Service (Establishment) Act, 2025,and Joint Revenue Board (Establishment) Act, 2025.

According to the House, the Clerk to the National Assembly was instructed to align the Acts with the Federal Government Printing Press to ensure accuracy and uniformity.

Findings

The committee said that bycomparing the Certified True Copies of the Acts released officially by the House of Representatives as directed by the Speaker, with the already gazetted version already in circulation before the alarm was raised by the House, it could can confirm “that there were some alterations as alleged by Dasuki on the floor of the House of Representatives, especially in the Nigeria Tax Administration Act, 2025”.

“There were three different versions of the documents in circulation, particularly the Nigeria Tax Administration Act, 2025. The order to the Clerk of the National Assembly, to take steps to ‘aligning the Acts – duly passed, assented to, and certified – with the Federal Government Printing Press to ensure accuracy, conformity, and uniformity,’ is a clear indication that there were some procedural anomalies in the previously gazetted version that illegally encroached on the core mandate of the National Assembly, as the only organ of government constitutionally empowered to make laws for the good of the people, as prescribed.

“This is a grave concern that would be deeply looked into,” it added.

Contentious Portions

The committee, in its preliminary findings, confirmed that alterations were made, especially in the Nigeria Tax Administration Act, 2025.

“The Nigeria Tax Administration Act (NTAA), 2025, has a number of discrepancies from the version passed by the National Assembly and the version earlier published in the official gazette. These discrepancies are obvious, going by the released Certified True Copies (CTCs) by the House referenced earlier,” it stated.

Citing section 29(1) and 41 (8 and 9) on reporting thresholds, introducing new subsections, and prescribing a mandatory 20 per cent deposit for appeals, respectively, the committee said, “While the NASS Certified version provided for a tax compliance reporting threshold of ₦50 million for individuals and ₦100 million for companies, the gazetted version lowered the reporting thresholds for individuals to (₦25 million from ₦50 million) and (₦100 million from ₦250 million) for companies.

“This is a clear case of the Executive undermining legislative powers by illegally altering an already passed law to drag more taxpayers into the net.

“The gazetted version introduced new subsections 41(8) and 41(9), which required taxpayers to deposit 20 per cent of the disputed tax amount as a condition for appealing Tax Appeal Tribunal (TAT) decisions to the High Court. These sections were not in the authentic version passed by NASS.”

On Section 64, dealing with enforcement and power of arrest, it said that the gazetted law illegally increased the powers of the tax authority to include the power to arrest individuals suspected of tax violations through law enforcement agencies, and allowed for the sale of seized assets without a court order.

Citing Section 3(1) (b), which focuses on the definition of federal taxes, the panel said that while the NASS certified version defines Federal taxes to include income tax, petroleum income tax, stamp duties, and VAT, the gazetted version removed petroleum income tax and VAT from the definition of taxes under the federal government’s administration.

“We consider this an affront to the exclusive powers of the National Assembly to make laws,” it said.

“Section 39(3): Currency of Tax Computation. The illegally altered gazetted Act mandated that tax computations for petroleum operations be made in US dollars. But in the actual version passed by the National Assembly, it prescribed tax calculations in the currency of the transaction,” it added.

On Section 30(1) (d), & 30(3) — National Assembly Oversight Provisions — of the Nigerian Revenue Service (Establishment) Act, it disclosed that it observed, “with grave concern,” that while the authentic version passed by NASS provided that NASS can summon, demand reports or enforce accountability in line with its constitutional role of oversight, the altered gazetted version “curiously deleted” this provision requiring quarterly and annual reporting to parliament regarding the Nigeria Revenue Services, in total disregard and disrespect of the institution of the National Assembly and the doctrine of checks and balances, an important bedrock of democracy.

The committee, therefore, stated that the current evidence was sufficient to warrant a deeper investigation.

“Given the anomalies, illegalities, and impunity observed, which clearly undermine the National Assembly’s constitutional powers and democracy, the Committee finds the current evidence sufficient to warrant a deeper investigation.

“This will ensure accountability for the affront against the legislature. To achieve this, the Committee respectfully requests an extension to conduct a more thorough examination of the matter,” it added.

In June, 2025, President Bola Tinubu assented to the four tax reform bills recently passed by the National Assembly.

According to the presidency, the new tax laws will significantly transform tax administration in the country, leading to increased revenue generation, improved business environment, and a boost in domestic and foreign investments.

Retired Major General Dies in Bandits’ Captivity Despite Rescue Efforts

The Katsina State Government has announced the death of retired Major General Rabe Abubakar, who died while being held captive by bandits, describing the development as a devastating loss to both the state and the nation.

In a statement signed by Dr Nasiru Mu’azu, Commissioner Internal Security and Home Affairs., the government said it received news of the retired military officer’s passing with “a heavy heart and deep sense of loss”.

According to the statement, the late General died while in captivity despite sustained efforts by the state government and security agencies to secure his freedom.

“It is with profound sadness that we confirm the General’s death while in bandits captivity. Despite the relentless and concerted efforts of the State Government and various Security Agencies to secure his safe release, the situation ended in this tragedy,” the statement said.

The government disclosed that the retired Major General died of natural causes linked to underlying health conditions.

“The deceased Retired General died a natural death from complications of diabetes and hypertension,” it added.
Officials described his death as a significant national loss, noting that his passing extends far beyond the grief of his immediate family.

“His abduction and subsequent death are not only a loss to his family and Katsina State but a monumental loss to the entire country,” the statement noted.

Governor Dikko Umaru Radda extended condolences to the bereaved family and the nation, lamenting the circumstances surrounding the former General’s death.

The governor described the incident as a “dark moment” and a reminder of the need for stronger collective action against insecurity.

According to the statement, Governor Radda said the tragedy underscores “the urgent need for a collective and intensified front against the criminal elements threatening the peace of our communities.”

The Katsina State Government reaffirmed its commitment to tackling banditry and bringing those responsible for the abduction to justice.

“The Katsina State Government remains committed to working with the Federal Government and security forces to ensure that those responsible for this heinous act are brought to justice. We assure the citizens of Katsina State that our resolve to eliminate banditry and ensure the safety of all residents remains unshaken,” the statement added.

The government also offered prayers for the late military officer and support for his grieving family.

“Our thoughts and prayers are with the bereaved family during this difficult time. May the soul of the departed Retired Major General Rabe Abdulakdir rest in eternal peace.”

Fresh political manoeuvring has emerged within the Allied Peoples Movement (APM) following the endorsement of Bauchi-born development economist and politician, makindeDr Ibrahim Waziri, as a preferred presidential aspirant ahead of the 2027 general election.

The development has added a new layer of intrigue to the party’s presidential calculations, particularly amid growing speculation that Oyo State Governor, Seyi Makinde, may seek the party’s ticket for the next presidential contest.

At a stakeholders’ meeting attended by party leaders, supporters and political associates from more than 30 states, Waziri secured the backing of participants who adopted him as their preferred candidate for the 2027 race.

The endorsement is understood to have received significant support from influential party figures across the 19 Northern states, strengthening Waziri’s position within the emerging contest for the party’s presidential nomination.

The move is expected to reshape internal discussions within the APM, with supporters of the Bauchi politician arguing that his profile, experience and national network place him in a strong position to lead the party into the next election cycle.

Isa Mohammed a party member backing Waziri maintained that he enjoys considerable political goodwill across different regions of the country and possesses the capacity to build a broad-based national coalition ahead of 2027.

“We are confident that Dr Ibrahim is receiving the support of politicians that matter in Nigeria who are all positioned to take over power in 2027,” Mohammed said.

“He is certain that his name will be officially recognised as the authentic APM presidential candidate for the 2027 presidential election by the INEC,” he added.

A veteran politician from Ningi Local Government Area of Bauchi State, said “Waziri is not new to Nigeria’s political landscape. He was active during the Third Republic and participated in the historic 1993 Social Democratic Party (SDP) presidential primaries in Jos, which produced the late Chief MKO Abiola as the party’s candidate”.

Supporters describe him as a grassroots politician with decades of political experience, having also sought elective offices including governor and senator at different periods of Nigeria’s democratic journey.

Beyond politics, Waziri is known in business and technology circles as one of the pioneers of indigenous computer and telecommunications enterprises in Nigeria. He studied Political Economy, Accounting, Software and Data Processing in the United States and holds a doctorate degree in Political Economy.

His profile received further prominence recently following his installation as Sarkin Sullubawan Bauchi by the Emir of Bauchi, Alhaji Rilwanu Suleimanu Adamu.

In adopting Waziri, the stakeholders cited what they described as his extensive experience in governance, economic management and nation-building.

According to them, the challenges confronting Nigeria require leadership with a clear focus on security, poverty reduction, national unity and institutional reforms.

They said Waziri’s proposed agenda prioritises “National Security, Poverty Alleviation, National Unity and Democratic Accountability,” areas they believe are critical to the country’s future stability and development.

The endorsement is likely to deepen internal discussions within the APM as party stakeholders continue consultations and political realignments ahead of the 2027 general election.

Attempts to reach key figures across different camps within the party, including individuals believed to be associated with Governor Seyi Makinde’s reported presidential aspirations, did not yield any response before press time.

Although political parties are yet to commence their formal presidential nomination processes, the latest development highlights the growing contest for influence, relevance and strategic positioning among potential contenders.

The move also reflects the increasing pace of political consultations and alliance-building taking place across party lines as preparations gradually gather momentum ahead of the 2027 presidential election.

Gombe Rep Yaya Bauchi Tongo dies

Yaya Bauchi Tongo, a member of House of Representatives representing Gombe/Kwami/Funakaye Federal Constituency of Gombe State is dead.

Rep Tongo died in Abuja on Friday following a brief illness, the spokesperson for the House of Representatives, Akintude Rotimi said in a statement quoting the Gombe State Caucus of the House of Representatives.

While paying tribute to the late lawmaker, Rotimi said his death marked the end of a distinguished life devoted to public service and the advancement of his constituents, Gombe State, and the Federal Republic of Nigeria.

“Rep. Tongo was a dedicated public servant, seasoned grassroots politician, and committed legislator whose life was marked by unwavering service to his people and the nation,” Rotimi said.

The deceased lawmaker served as Chairman of Funakaye Local Government Area, Special Adviser to the Government of Gombe State, and Member of the Gombe State House of Assembly before his election into House of Representatives.

He was Chairman of the Nigeria–United Arab Emirates Parliamentary Friendship Group in the House of Representatives.

“A respected voice within the Parliament and a passionate advocate for the welfare and development of his constituents, Hon. Tongo brought wisdom, experience, and a deep understanding of governance to legislative deliberations. His contributions to nation-building and democratic development will remain an enduring part of his legacy.
